Mix flour, sugar, salt, oil, and cold milk together with a pastry blender, or food processor, until crumbly. Press into a 9-inch pie plate set aside.
To make the filling, combine apples, sugar, flour, cinnamon, and nutmeg together and pour into the pie shell.
Mix topping of flour, sugar, and cold butter together with a pastry blender, or in a food processor, and sprinkle mixture on top of the pie. Place pie in a large paper bag, seal with staples and bake 90 minutes at 350 degrees. Serve warm with vanilla ice cream.
The bag will be fine in your oven as long as you leave the door shut. You will smell the paper, but it wont burn.
