Combine sugar, flour, baking soda, cinnamon, baking powder, salt and cloves. Stir in eggs, oil, and carrots. mix in walnuts and raisins. Pour into greased 9 x 13 pan or a pair of 8 or 9 round pans and Bake at 325 degrees for 35-40 minutes (until toothpick comes out clean). If using the round pans, line the bottom with rounds of parchment paper. Cool.
For frosting, cream the butter with the cream cheese until fairly soft, about 5 minutes. Add half the powdered sugar and beat. Add the other half of the powdered sugar and beat until the frosting is light and fluffy. Frost cake and top with chopped walnuts.
